The TIS-B service collects ADS-B data and radar tracks and fuses
the data set to a complete surveillance picture, incorporating
both ADS-B equipped and non-ADS-B equipped aircraft.
The service consists of the following modules:
Surveillance data processing system (SDPS): It collects surveillance
data from radar(s) and other sources like ADS-B and fuses them
to single target position report. These position reports are then
sent to the TIS-B server.
TIS-B Server: Receives position reports from the SDPS, performs
gap filling, traffic volume filtering, creation of a full surveillance
picture and sends the position reports to one or more ADS-B ground
stations.
ADS-B Ground station: On the one hand receives ADS-B position
reports from aircraft and sends them to the SDPS, on the other
hand it receives a complete surveillance picture from the TIS-B
server and uplinks it to the aircraft for displaying it in the
cockpit.
